The Hong Kong Volunteer Rescue Association, established in 2016, is a non-profit organization formed by volunteers interested in rescue operations. The association has been registered as a charitable organization under Section 88 of the Inland Revenue Ordinance (Cap 112). Additionally, it is a corporate member of the Institute of Civil Protection and Emergency Management and authorized education centre by the Emergency Care & Safety Institute.

The objectives of the Association are established to save lives, advance health, and protect animals for the benefit of the Hong Kong community. The organization provides:

  1. To enhance the capabilities of the trained rescue volunteers through professional exchanges and sharing of experiences;
  2. To maintain liaison with local, overseas, and mainland counterparts and participate in various conferences and training to strengthen communication and share experiences;
  3. To promote emergency preparedness knowledge in the community; and
  4. To support humanitarian relief and disaster recovery operations when necessary
